Contributory Teaching Service

A teacher may count the following as contributory and eligibility teaching service:

  1. All service as a teacher while employed by any Board of Education in Saskatchewan to which The Education Act, 1995 applies.
  2. Service as a teacher in Regional College provided the position is designated by the employing college as one requiring the qualifications of a teacher. (Any teacher who was with a Community College as of December 31, 1987 and was transferred to SIAST will be maintained as long as the teacher remains in the same position with SIAST.)
  3. Service as a teacher in Regional College provided the position is designated by the employing college as one requiring the qualifications of a teacher. (Any teacher who was with a Community College as of December 31, 1987 and was transferred to SIAST will be maintained as long as the teacher remains in the same position with SIAST.)
  4. Any number of years while the teacher was on sabbatical leave (provided the teacher has not purchased a year for university attendance) and had been paid an amount equal to at least 50% of salary prior to the leave provided that contributions are made to the Teachers Superannuation Fund based on the salary that would have been received.
  5. All periods while a member was in receipt of a Commission approved disability benefit and/or benefits from the Federation’s Income Continuance Plan.

Eligibility
While receiving a disability allowance from the STF Income Continuance Plan (ICP) or the Teachers’ Superannuation Plan, teachers accumulate contributory service.

Service on a Part-Time Contract

  1. Eligibility Service
    Teachers employed on a contract of employment under section 200 of The Education Act, 1995, which requires them to work all or a portion of a month, are given credit for eligibility purposes for the entire month to a maximum of 10 months with respect to 1 school year.
  1. Contributory Service
    Teachers employed on a part-time basis throughout the year are given credit on a proportionate basis to the number of days taught to the number of teaching days in the school year.

Note: Teachers who have part-time service prior to July 1, 1991 must arrange for the board to forward verification of such service to the Saskatchewan Teachers’ Superannuation Commission in order for proper credit to be given.

To count part-time service for eligibility purposes, teachers need to obtain documentation from employers indicating proof of contract(s), first and last dates of employment, months taught and the type of contract.

If the contracts are not available, a signed affidavit from the teacher, along with a letter from a third party corroborating the information in the teacher’s affidavit, may serve as the necessary documentation.

Note: Teachers should request proof of eligibility to retire and an estimate of the retirement allowance from the Saskatchewan Teachers’ Superannuation Commission prior to resigning from their teaching position.

Substitute Service

Teachers employed on a substitute basis are given credit for contributory and eligibility purposes on a proportionate basis for the number of days taught to the number of days in the school year.

Accumulation of Partial or Substitute Service

The accumulation of each 190 days of partial or substitute service provides credit of one year for pension purposes. No more than one year of teaching service may be credited in one year.

Qualifying Service

Qualifying service may be used for eligibility purposes only as applied in the formula:

age + service = 85 (applicable commencing at age 55)

Teachers can count the following as qualifying service:

  1. After 10 years of contributory service under the Plan:
    • The Civil Service Superannuation Act, Canada
    • The Liquor Board Superannuation Act, Saskatchewan
    • The Municipal Employees’ Superannuation Act, Saskatchewan
    • The Power Corporation Superannuation Act, Saskatchewan
    • The Public Service Superannuation Act, Saskatchewan
    • The Saskatchewan Government Insurance Act
    • The Saskatchewan Telecommunications Superannuation Act
    • The Superannuation (Supplementary Provisions) Act, Saskatchewan
    • The Workers’ Compensation Board Superannuation Act, Saskatchewan
  2. After 10 years of contributory service under the Teachers Superannuation Plan, a teacher teaching in a position in Canada requiring a teaching certificate recognized by the Department of Education in a school located outside Saskatchewan or in a school located in Saskatchewan for which the Government of Canada is wholly or partly responsible (e.g. Band schools), if such service cannot be transferred to the Plan by a reciprocal agreement, may count as qualifying service up to seven years of service in the Teachers Superannuation Plan.

    During the period of service in question, the teacher must have received salary taxable in Canada.
  3. Up to seven years of service as a teacher in a private school in Saskatchewan provided that the school was subjected to The School Attendance Act or The School Grants Act prior to January 1, 1979.
  4. Periods of time when the teacher is absent from teaching, with or without leave of absence, to:
    • Sit as a member of the House of Commons of Canada or the Legislative Assembly of Saskatchewan,
    • Teach at the University of Saskatchewan or the University of Regina,
    • Act as an elected member of a municipal council and for whom The Municipal Employees’ Superannuation Act does not apply.
  5. Monies transferred under a reciprocal agreement may be insufficient to purchase equivalent service in Saskatchewan. The remainder of the service may be purchased or otherwise will count as qualifying service.

Procedure: Reinstatement of Refund, Purchasing or Obtaining Credit for Other Service as Teaching Service

Teachers wishing to reinstate a refund or purchase or obtain credit for other service as teaching service should request, in writing from the Saskatchewan Teachers’ Superannuation Commission (STSC) an estimate of the amount required to purchase such service. Please indicate whether the purchase will be made through a personal cheque or a transfer from a RRSP. If a purchase is made with the intention of transferring that service to another pension plan, a teacher should request an estimate of the amount available to transfer under the terms of the particular reciprocal transfer agreement. In many cases, the importing pension plan will require additional funds from the teacher before full service is credited. Should the teacher decide to proceed:

  • A cheque or money order for the required amount made payable to the Saskatchewan Teachers Superannuation Fund should be sent to the STSC, or
  • Form T2033E available from the STSC may be used to transfer funds from your RRSP.

When an estimate is being requested, the anticipated date of payment and the following documentation should accompany the request:

  1. Maternity, Paternity, Adoption or Parenting Absence
    • A letter from the employer stating that the leave was granted and the first and last dates of the leave, or
    • A signed affidavit available from the STSC and a copy of the birth certificate of the child cared for at that time.
  2. Deferred Salary Leave
    • A written agreement must be made between the teacher and the board. The Commission will require a copy of the agreement to be held on the teacher’s file.
    • A teacher may defer a maximum of 33.33% of their gross salary in 1 year.
    • The leave of absence must not be less than 6 consecutive months (teachers may count July and August) unless it is for full-time attendance at a designated educational institution, in which case the leave of absence must not be less than 3 consecutive months.
    • The leave of absence must begin no later than 6 years after the date on which the salary deferral begins.
    • The teacher must return to work after the leave for a period that is not less than the length of the leave.
    • The teacher is afforded an option to either have or not have superannuation contributions deducted from the remuneration paid to him/her by the school board during the leave.

      The teacher may choose to purchase the period of the leave in a lump sum plus interest from the Commission at a later date. If so, the purchase would be subject to CRA approval based on available RRSP room. If the teacher has made contributions to another registered pension plan, that purchase is permitted only if that pension plan transfers the funds under a portability agreement. No interest is charged if payment is received within 1 year of the end of the deferred salary leave.

      Other purchase restrictions apply to pre-1992 service.
  3. Sabbatical Leave
    • A letter from the employer verifying that sabbatical leave at 50% or more of salary was granted specifying the first and last dates of the leave and stating that no contributions to the Saskatchewan Teachers Superannuation Plan (STSP) were made during this time.

      Note: Teachers may contribute to the STSP by regular payroll deduction throughout the board funded leave provided they are receiving at least 50% of their previous year’s salary.
  4. Attendance at University
    • An official statement from the Registrar’s Office of the university confirming first and last days of attendance at the university and the number of classes attended during each semester, or a transcript of marks.
  5. Outside Service and Private School Service
    • Documentation from the places taught verifying the type of school, grades taught, location of school, length of teaching service, employment type (full-time/part-time) and certificate held. Where official statements from school authorities are not available, affidavits may be used to establish the necessary evidence.
  6. Compassionate Leave
    • A letter from the employer stating that the leave was granted and the fist and last dates of the leave; or
    • A signed affidavit from the STSC and a letter from a medical practitioner stating the illness.
